(1) When examining the application made in accordance with rule 12, if it is not found that the documents or details required to be submitted according to that rule are not included or if they are not sufficient, the controller may order to submit such documents or details.
(2) According to sub-rule (1), the applicant shall submit additional documents or details as requested by the controller.
